Europe experienced widespread relief on Monday, as the crisis sparked by the announcement of a new 28-article proposal for resolving the conflict appeared – temporarily – to have been defused. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of missile and drone strikes on Kyiv.
The Cycle of Peace Talks and Military Action
The succession of conflicting incidents captured the harsh reality of the current period. By day, political struggles are fought: optimistic declarations are issued from various governments. Significant resources is allocated on containing particular approaches. By night, Moscow brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "peace".
After-Dark Attacks
As the offensive developed into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is able to track projectile deployments from across the border, a capability provided through current data. From witness perspectives, defense planes that had been scrambled to engage hostile guided weapons flew past – advanced fighter aircraft supplied to Ukraine by Western partners.
Shortly after, Kyiv's missile defense engaged: several firings deployed against a Russian ballistic missile. This was a advanced protection mechanism at work, most likely provided by allied countries. Every firing creates sudden vibrations, shaking the windows. The moment of terror quickly becomes resigned acknowledgment: possibly the incoming missile won't hit its mark this time, protecting urban areas from devastation and another blackout.
Persistent Threats
Following this, a large-caliber weapon engaged a unmanned aircraft close by, part of a mobile-fire group – probably allied-provided weaponry. Unfortunately, the projectiles didn't strike the enemy aircraft – it pressed on overhead toward its target.
With pauses, this continued until dawn. Kyiv greeted the early updates: multiple fatalities, destruction and utility failures in numerous residences as a result of the evening attack. As always, everyone still went about their day – living the war. But those full day demonstrated Ukraine's critical military reliance on external assistance – a reliance that regional partners are demonstrably unable to replace in the short term.
Unsuccessful Negotiations
The 28-point plan from Washington generated strong feelings, debate and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after prior negotiation attempts and international summits.
Every new initiative from US leadership unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually achieve victory. This cycle will, undoubtedly, persist.
Political Considerations
It is convenient to criticize certain parties of consistently pushing Moscow's conditions. But that does not seem to be the whole story. American leadership works based on a assumption understood by seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The White House believes that it is unfeasible to pressure the Kremlin to surrender the territory that it already controls in Ukraine's occupied territories.
The issue is that while acknowledging this situation, US leadership does nothing to deter Moscow, through statements or actions, from thinking that the situation will not evolve additionally in its benefit in the near future.
Conflicting Perspectives
Therefore, Russian leadership is convinced that time is on his side – that Ukraine and its partners are approaching exhaustion. Their reason to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be numerous efforts to end hostilities, but they will persist as long as Russia's leader remains supremely confident in the conclusion.
On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing lives and land but averting a total frontline collapse until circumstances change in its benefit.
Current Realities
Factually, there are no actual prerequisites for a truce. Now, subjective factors are entering the equation: political desires to broker a ceasefire and secure international recognition, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unsuitable, so that their focus does not switch to domestic problems. And although their task will now be much harder after current events, it remains quite doubtful that this will alter their fundamental strategy.
These opposing factors are guiding negotiations.
Conclusion and Outlook
It took a mere seven days to eliminate the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the rest of Europe, along with pacifying measures of negotiators, and finally, latest revelations, all served their function.
While new proposals based on established approaches are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to modify developments, if they stand together and enhance their military capacity at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the coming months, largely rely on ongoing international assistance.
